The European Union operates under a unified regulatory framework for construction materials: the Construction Products Regulation (CPR) . For geotextiles, compliance with the CPR is not optional; it is a legal requirement for placing products on the EU market.

What is CE Marking for Geotextiles?
CE marking on a geotextile product is the manufacturer's declaration that the product meets all relevant provisions of the applicable harmonized standard(s). For geotextiles, the primary harmonized standard is EN 13249 to EN 13257 (series for various applications: roads, railways, erosion control, etc.) and the generic test method standards (EN ISO 10319, EN ISO 12236, etc.).

The Declaration of Performance (DoP):
The single most important document. The DoP is a legally binding document issued by the manufacturer (or authorized representative) that:

  • Identifies the product and its intended use(s).

  • Lists the harmonized standard(s) to which it is declared.

  • States the essential characteristics and their declared performance levels (e.g., tensile strength, CBR puncture resistance, characteristic opening size, water flow capacity, durability).

  • Identifies the notified body (if involved in third-party certification).

System of Assessment and Verification of Constancy of Performance (AVCP):
Most geotextiles fall under AVCP System 2+ or 3.

  • System 3: Manufacturer performs factory production control (FPC); notified body performs initial type testing (ITT) of the product.

  • System 2+: Manufacturer performs FPC; notified body issues a certificate of conformity of the FPC based on initial inspection and continuous surveillance.

Practical Steps for Compliance:

  1. Product Testing: Test your geotextile according to the relevant EN ISO standards at an accredited laboratory.

  2. Notified Body Involvement: For System 2+ or 3, engage a notified body (e.g., BBA, SKZ, ITB) to perform ITT or audit your FPC.

  3. Draft the DoP: Using the EU template, declare the performance of your product. This is your legal responsibility.

  4. Affix the CE Mark: Place the CE logo, along with the notified body number (if applicable) and the product's performance data, on the product label and/or accompanying documentation.

  5. Technical Documentation: Maintain a technical file demonstrating compliance.

Implications for Non-European Manufacturers:
Non-EU manufacturers can issue their own DoP and CE mark their products. However, they must:

  • Have a registered business establishment in the EU, OR

  • Appoint an authorized representative established in the EU who takes responsibility for the DoP and technical documentation.

Failure to comply with CPR can result in products being removed from the market and significant penalties.
